Victoria Ybanez, MPA, is Diné, Apache, and Mexican. For 35 years, she has worked to address violence against American Indian and Alaska Native women. She started her career by working with Tribes to create and carry out responses to violence against Indigenous women. Her work included on-site visits, leading sessions, and training Tribal members. With her broad experience across different Tribes, she founded Red Wind Consulting, Inc. in 2005 and now serves as its executive director. She leads Tribal technical assistance for the Tribal Governments Program through the U.S. Department of Justice, Office on Violence Against Women (OVW). Her current initiatives involve developing and implementing Tribal-specific shelter and transitional housing programs, supporting Tribal program development and delivery, addressing the needs of children affected by violence against Native women and teen dating violence, working with Tribal colleges and universities to create holistic responses to sexual assault, and supporting urban Native programs.
